Judge English was appointed by Acting Governor Richard J. Codey to the Superior Court of New Jersey and was Sworn in on July 8, 2005.

Judge Richard W. English, J.S.C., (Ret.) served as a Superior Court Judge in Monmouth County for over twenty (20) years, retiring on September 1, 2025. During his tenure on the bench, he served as Presiding Judge of the Family Division from September 1, 2019, to August 30, 2021.
Judge English also served as a Trial Judge in the Family Division, Civil Division, and Criminal Division. During his assignments in the Family Division, he handled the following dockets: Matrimonial (FM), Non-Dissolution (FD), Domestic Violence (FV), Adoptions (FA), and Juvenile (FJ).
Judge English joined The Law Office of Timothy F. McGoughran, LLC on February 1, 2026, where he will serve in the firm’s mediation practice. Judge English’s experience on the bench will provide a valuable resource to parties seeking a fair and equitable resolution of their legal disputes. Prior to his service as a Superior Court Judge in Monmouth County, Judge English attended the University of South Carolina, graduating in 1985 with a Bachelor’s Degree in Criminal Justice. He then attended Seton Hall University School of Law, where he received his Juris Doctorate in 1990. Judge English served as a Law Clerk to the Honorable John P. Arnone in the Monmouth County Superior Court from September of 1990 to August of 1991. Judge English completed a two (2) year program with the Inns of Court in Monmouth County from 1994 – 1996. In addition to being in private practice for fifteen (15) years before being appointed to the bench as a Superior Court Judge, he served as the Township of Ocean Municipal Prosecutor from 1995 – 2000 and then as Township of Ocean Municipal Attorney from 2000 until 2005. Judge English’s practice will provide a valuable resource to parties seeking a final and efficient resolution of their disputes in matrimonial and civil matters. In his personal time, Judge English enjoys traveling with his wife, golf, bocce, attending Bruce Springsteen concerts, and listening to local live Jersey Shore music with his family and friends.
